After saving my pdf doc., it won't open up properly. It says "Problem encountered when calling the FormManagement WebService."

Hi guys, I could really use some help here.

After saving my pdf doc., (sorry I don't know the proper name for this type of interactive file) it won't open up properly.

It says "Problem encountered when calling the FormManagement WebService."

I am using Windows 10 on a PC laptop, with Google Chrome 71 (64 bit) with the latest version of Java.

I downloaded the pdf compressed file from the Health Canada website @ Electronic Product Licence Application form - Canada.ca

It appears to have downloaded properly, and initially opens fine (after clicking on "start new form"). It starts out as a one page document, with fill in the blank boxes. And with a "continue" button on the bottom of the page (which will in theory eventually go to 21 pages or something, when all the boxes are filled in properly and when the "continue" button, has been clicked after each page.)

But once I save the document, (without even typing anything into the boxes)  I have noticed that the document increases in file size. (from 873 KB to 899 KB)

Perhaps I am not saving it correctly? As this is the first time I have seen this particular save prompt/window. Below is an image of what I am prompted with after clicking file > save as link/button (from the left pull down menu).

Then I simply push the enter key on my keyboard, and then I am prompted with the regular save dialog box. At which point I save it with the suggested name of

PLA_EN_2.3.1.B4_PROD_RE

(except I usually add a 2 to the end of the end of the file name.

So this way the original file doesn't get screwed up, and become so that it can't be opened up properly).

After the document is saved, I generally close the document, to see if I can then successfully open the document up again.

But when I go to open it up again, it won't open up properly. I get an error message at the top of the document which says,

"Problem encountered when calling the FormManagement WebService."

At this point, the document instead of being just one page, is now 3 pages. And I can't insert any text into any of the boxes at the point.

The document has become frozen and is no longer interactive.

I don't know what to do. I have tried redownloading the document, restarting my computer, making sure Chrome is my default browser, and that it and Java are running their latest versions of software.

The original (unsaved) document still opens up fine. But once I save it (with a slightly different name), it no longer opens up properly.

Any suggestions on what is causing the problem? Thanks.

I thought perhaps my slow internet connection had something to do with the problem, so today I went to a friend's house (with a fast internet connection) and used their computer, where I downloaded the file/form (and saved it with a slightly different name) but the exact same problem occurred once again.

Can someone here on this forum try downloading the file, (then extracting it) then opening the file with Adobe Acrobat Reader DC, then saving the file (with a slightly different file name and noticing if the file size increases slightly)? Then closing the file, and then reopening the file, and seeing if the error code (which says "Problem encountered when calling the FormManagement WebService") appears on top of the document? And if it does, the file will probably be 2 pages in length now, not just one page any longer, and the document will probably be frozen/locked up.

Edit: I may have found my problem. It appears that the file doesn't like having its name changed. It appears that if I simply download the file and start filling it out and then save it (without changing the name) that it will allow me to continue on with the filling it out process. I have now successfully saved the file, closed it, and reopened it. The red error message is now gone, so I think I am okay.
