The easiest thing to do is probably add ruler guides or show a grid so you can line things up as needed. You'd still need to set up ruler guides on each page individually. A grid will appear on each page.
- View > Show/Hide > Rulers & Grids.
- To control the grid position and subdivisions, choose Preferences (Acrobat Pro DC menu on Mac, Edit menu on Windows), and click on Units & Guides in the categories column on the left.
- To add individual ruler guides, position your cursor inside the ruler, press the left mouse button while dragging a line onto the page from the ruler. You can drag lines from vertical or horizontal ruler (left and top of the document window).
Note: For significant text editing and layout changes it's generally recommended you return to the source file from which the PDF was created, as that's often done in an application where you can have much more control over positioning of content (e.g. Word, InDesign etc.).
