Allow multiple "changes allowed" with Password Security

How do I add password security on a PDF document through restricting editing but select more than one change(s) allowed i.e. "Inserting, deleting, and rotating pages" and "Commenting, filling in form fields, and signing existing signature fields"?  Essentially I just don't want the recipient to actually edit the content of the PDF but I want to allow any other changes.
