Always active scrolling in pdf. can't find my the preference setting in my version of Adobe

Hi, 

I have tried to make active scrolling a preference, or a standard setting so I don't have to press view--> sidevisning/side... --> and active scrolling each time I open a new pdf. I find it very time-consuming that this setting is not a standard option and easy to acces. 

Please help!
