Application Error on opening file from hard drive

So I've uninstalled and re-installed Adobe Acrobat.  I uninstalled it because I was getting this message and I continue to receive the same message.  It says:

"adove-Licensing_wf_exe - Application Error"

and then goes onto say: "the instruction (blah blah blah) referenced memory at (blah blah blah). The memory could not be read.

So I had an issue with my hard drive.  So I do understand that Adobe couldn't find specific files or soemthing.  But having uninstalled and reinstalling the app you'd think those problems would be no more.  

Any ideas anyone has would be great.

Please confirm if the issue occurs only when you open the PDFs from the hard drive. Did you check if the PDFs saved locally can be opened? Were you previously able to open those files without any issues?

If you can open the PDF saved locally, try moving the files from the hard drive and save it locally. Check if you can open it or not.

Try reinstalling the application using the following steps:
-Remove the application and run the cleaner tool (https://www.adobe.com/devnet-docs/acrobatetk/tools/Labs/cleaner.html).
-Reboot the machine
-Install Adobe Acrobat from the following page: https://helpx.adobe.com/acrobat/kb/acrobat-dc-downloads.html.
