The impact on other features depends on how deeply those features rely on components or data served from that specific download domain. Luckily for me, this hasn't happened to me, and it might be that I have it set-up that it automatically updates for me in my Preferences:

If you choose to create to this make sure you have no PDFs opened on your computer. Before you open any PDFs, open your 'Preferences,' Command K (MAC), or Control K (P). Scroll down to Updater and check on 'Automatically Install Update.'  After doing this, you should close and reopen Acrobat for the setting to take full effect. From then on, rulers should automatically appear when you open a PDF.
