Arrange tool missing, troubleshooting security, layers, and signatures yields nothing.

I am unable to send anything backward or move it forward in my Acrobat PDF, which was generated by creating a PDF of my Outlook Calendar using Outlook's Print button. New text boxes are always on top of older ones, and there's nothing I can do about it.

 

I managed to find the Arrange tool, but it's greyed out. I searched for why the Arrange tool might be greyed out, but all I get are answers about checking the security settings (there seems to be no security setting selected), making sure the object isn't on its own layer (I don't see any separate layers when I pull up the Layers pane), or the possibility that digital signatures might be interfering with the functionality (I can't find any trace of digital signatures in the file).

 

This is an extremely basic feature that I never had trouble with in Acrobat, but of course when my company switched to a different program for a couple of years and switched back, the new version of Acrobat is insanely different from the old one and none of the functionality is remotely familiar. I can't understand why it's so hard for me to figure out how to access this rudimentary function.

I am having a similar issue with the arrange feature. When I attempt to move an image to the top above a filled in circle, the system errors and the image does not move. Any ideas?

Could you please share more details about the issue? Is it happening with all the PDF files, or is it specific to one? Are you on a Windows machine or a Mac, and what is the version? This issue may stem from corrupted elements or incorrect structure in the PDF file, especially if it has been edited or saved multiple times.

Flatten or Unflatten PDF Content

  • If your PDF is flattened (i.e., elements are merged into a single layer or image), Acrobat won’t let you rearrange objects.

  • To regain editing flexibility, try recreating the content from the original source or exporting via applications like Word, InDesign, or Illustrator with proper layer support.

Use the Preflight tool or save the file as a new PDF to rebuild its structure. 

 

Please ensure you have the latest version of Acrobat installed on the machine: 25.001.20630, Planned update, Aug 18, 2025. Check for any pending updates from the Menu > help > check for updates, install the updates, restart the app and the machine, and try again.

 

If the issue continues, please provide the following information: the current version of the operating system on your device, the version of Acrobat installed, a quick screen recording, and a sample PDF file for further investigation.

My acrobat version is 2025.001.20630. I'm running it on Windows 11 Enterprise version 24H2 OS Build 26100.4946.

I create the PDF by printing my Outlook calendar. I then open it in Adobe Acrobat and add text boxes as a to-do list. I can move the text boxes with no difficulty, but I cannot change whether one is in front of or behind another.

I still have not found an answer to this problem. The arrange tool remains greyed out for any and all PDFs I open in Acrobat.

@herb_7352 When you "print to PDF" from Outlook, especially a complex item like a calendar, Outlook often renders the content as a flattened image or a series of simple shapes and text elements that are not treated as individual, movable objects in the same way as content created directly within Acrobat or other design programs. This is the most likely culprit. Think of it like taking a picture of your calendar – the elements are fixed in their positions in the resulting image.

I would suggest and try the "Save As PDF' that might be the work-around.

Unfortunately, there is no "Save As PDF" that I can find in the version of Outlook I use. Also, I tried opening PDFs from other sources and even creating a PDF from within Acrobat using a .PNG file as the starting point, and the same greyed-out button problem remained, so it doesn't appear to be Outlook-specific.

@herb_7352 try printing the document:

Change the printer to 'Save as PDF' and click on Print..... 



This will now be Saved as a PDF
