auth.services.adobe.com refused to connect.

Adobe Pro (individual not enterprise)Trying to send bulk esign. Have searched  the support page and found numerous examples of people having this problem but no solution that works for me. I am able to send an individual esign but need to send about 40 so would be very tedious to send individually.

I have disabled firewall, disabled all extensions and tried in Edge, Chrome and Firefox. Anyone have other suggestions
