automating Fill and Sign for company user agreement

Is there a way to create the process once for a specific PDF that needs fill and sign and then post that link on my website or in emails for masses of people to use? 

Our user agreement requires a signature and I want to use the Fill and Sign process, but manually setting up the process for every person I need to sign the same form is beyond cumbersome. Insight and direction would be greatly appreciated!
