Background Files Not Saving

I have been trying to save an image (letterhead) as a background in Acrobat Pro, but the file is not saving.  It shows up in the drop down button of saved settings, but when you click on it, it is blank.  I am using a pdf version of our letterhead.  I have saved files in backgrounds before, but for some reason it is no longer allowing me to.
