Bates Numbering Not Working

I have Acrobat Standard which supposedly has Bates numbering included. When I click on Bate's numbering, I get a pop-up box that states I need to purchase a license with Acrobat Pro. (see attachment) Is this correct? If not, I am thinking my only choice is to delete all Adobe products and try reloading the software. Any ideas? I have  VPN but turned it off to see if that was the hangup.
