best product to merge and edit pdfs.

I have one user that needs to merge some pdfs and then move the pages around. Not necessarily editing the actual page.

I could really use some suggestions on which product would do this for me without paying a ton of cash.

The cheapest product Adobe offers that can do that is Adobe Acrobat Standard.
