bIsSCReducedModeEnforcedEx not working as expected

we would like to use Acrobat Classic as default PDF application in our corporate environment.
We have approx. 200 users without an Acrobat license and 50 users with a Acrobat Pro 2024 license.
Users without a license and without an Adobe Account should be able to use Acrobat Classic in Reader Mode without the need to login.
Users who have a license should be able to login on demand and after successful login the application enables the PDF editing features. When the user logs out, the application falls back into reader mode.
According to various articles on the internet we should set HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Adobe\Adobe Acrobat\Classic\FeatureLockDownbIsSCReducedModeEnforcedEx to 1 to achieve this functionality.
Unfortunately this does not work properly in our environment. Acrobat will stay in in Reader mode even after users log in with their accounts. Unfortunately the users have no option to select their profile (company profile or personal profile). The personal - non licensed profile - will be selected automatically and the user will stay in Reader mode.
When I delete the registry key FeatureLockDownbIsSCReducedModeEnforcedEx users will be able to select between company profile and personal profile and Acrobat will enable all features when the correct profile has been selected.
However without FeatureLockDownbIsSCReducedModeEnforcedEx set, users without an account and/or license cannot use Acrobat Classic because they are forced to login.
How can we solve this issue?
