Bookmark Menu CANNOT be disabled.

This issue is more than a decade old, and yet Adobe is unable to solve it.  

It is not possible to stop the Bookmark menu from opening up in every pdf, and it is more than annoying, it is unproductive.  

I have tried all the fixes including deleting the files here: 

C:\Users\YOUR USER NAME\AppData\LocalLow\Adobe\Acrobat\DC

Now I open all pdf’s with Edge or Chrome and I realized, why am I wasting money on the creative suite when I have to use non-Adobe programs to work with adobe documents?

This is a deal breaker.  I am actually closing my adobe account because I cannot handle not being able to prevent the bookmarks menu from appearing on every single pdf I open.  It is a big time waster and it is ridiculous this cannot be stopped.

I am just one customer loss, but Adobe has lost its way.

    Yes. It is happening on all PDFs unless I manually select document only for a particular PDF.  For example, when I download statements in PDF form from financial institutions, it is set up for the bookmark menu to be open and it is as large as the document window as well so it obscures a quick view. 
     

    if I open the same PDF in edge or in chrome I do not have a problem so really this seems to be an acrobat software issue versus a universal issue.

    Are you saying the Bookmarks panel is opening even for PDFs that don’t have the Initial View set? 
    I’ve never had that happen in Acrobat or in a browser (with Acrobat plugin).
