Bookmark problems after combining word docs into pdf

I have multiple word docs that are being combine into one large pdf.  The combine function is working fine but the bookmarks that are created are just strange.

It will create bookmarks to pages but then there will be bookmarks to other words on the page.  It's not consistent and pretty random.

When combining word docs how exactly are bookmarks created, what is causing these strange bookmarks?
