I'm trying to find out if bookmarking is considered a 'layer', 'attribute', or a 'property' in a pdf?

I'm not sure where you got these terms from, but bookmarks are certainly not a layer...

Technically speaking, they are a part of the Document-level Navigation elements. They are a hierarchy, called the "Document Outline", and are placed under the PDF's Document Catalog. They are defined in section 12.3.3 of the PDF ISO (PDF 32000-1:2008).
