Bookmarks displaying differently for someone else?

I created a PDF in InDesign and set up bookmarks that are working fine when I open in Adobe Acrobat on a Mac. Another person opened the file on their PC and the bookmarks are leading to incorrect pages and do not seem to be working correctly.

What is the reason for this, and is there a way to ensure bookmarks will always work?
