Question

Bring text to front over a stamp

Is there a real answer to this yet? This was not an issue for me until recently. Acrobat is simply the worst. I am embarrassed for anyone who has anything to do with this program.

That will depend on your case!

If you try to import your stamp as an annotation, it will be placed on top of your pdf file, as Thom Parker mentioned.

If it’s possible (for a non-dynamic stamp and if your page is not a scan), you can try importing your stamp as a file, and as a layer behind the page, and then flattening everything... or not.

Stamps, and other annotations are always at the top of the displayed page content. This is because annotations are interactive elements, whereas page text is static. A stamp is just like putting a sticker on top of a piece of paper. You can’t move the text on the paper over the sticker.

Maybe there is another way to do what you want. For example, annotations can have transparent areas, and the entire annotation can be semi-transparent.  Please explain what you are trying to do and we can provide suggestions.
