Bug when filling out I-9 form

Hello,

I ran into an issue when filling out an I-9 form. The check boxes for citizenship status and for preparer/translator certification are treated as being in the same group (shown below). This is a problem because users would not be able to select their citizenship AND their preparer information, which is also required. The I-9 is extremely widely used so it would be great if the checkboxes could be treated as separate groups.
