building a layout out of pre-built pdf blocks

Hi! I'd like to know if there is any way of designing an A5 standard layout where to place several pre-designed pdf as blocks. The final output is a price list made of existing labels, to be aligned as it was a one column chart. It would be super easy with elementor on wordpress e.g.

As it has to be modified then pronted into each single store of a retail chain, and they already use acrobat, i'd like to know if it's feasible. TIA!
