Callout text too small on PDF converted from JPEG

Greetings,

I have converted JPEGs to PDFs using Photoshop CC. Then in Acrobat DC Pro when adding text boxes or call outs to the new PDFs they are minuscule and not in scale with the JPEG. Is this an issue related to concerting the JPEG to a PDF?

This has always been a problem with Adobe Acrobat for me. My workaround was printing to pdf after conversion from JEPG to PDF. Now that is not allowed so I am forced toprint to Microsoft pdf which has other issues. I'm sure it has to do with automatic sizing of the stamp but how to change preferences is unknown to me. It also happens on other pdf documents depending on how they were originally created.
