can I redact a document that is restricted?

I want to redact a restricted document but the "apply redaction" button is greyed out because of the security settings on the document.  Can I make another copy that is not restricted?

Go to File > Properties and choose Security Method: None. Enter the document password now, and save the file with a new name. Now editing is allowed, and you can redact the file.
