Can not paste text callout or mark ups from one PDF to another

I frequently copy text callouts and mark-ups from one PDF to another PDF in Acrobat DC. Recently this has stopped working. I select the object I want to copy on PDF A and when I go to paste onto PDF B (using CTRL + V or EDIT>PASTE) nothing happens. How do I recfity this issue?

Are you able to add comments to PDF B in other ways?

I am able to create new mark ups but not copy from one PDF to another.

Try exporting the comments to a data file from file A and then import them into file B.
