You will need Adobe LiveCycle Designer or AEM Forms (as it's known now) to edit this file.

The former used to be bundled with Acrobat, but that's no longer the case.

This is a common issue download scribd downloader with XFA-based PDF forms. Unfortunately, Adobe Acrobat alone can’t edit dynamic XFA forms because they were originally designed to be modified using Adobe LiveCycle Designer (now called AEM Forms). Since LiveCycle is no longer bundled with Acrobat, many users run into this limitation unexpectedly. If you don’t have access to AEM Forms, one possible workaround is to recreate the form in Acrobat using standard AcroForm fields instead of XFA. Converting the file to a non-XFA PDF may also help in some cases, but it can affect formatting.
