Can't edit quick toolbar in Adobe

Question

I am not able to edit the Quick Toolbar in Adobe.  I'm not able to select any of the items, move anything around or Save.  Save is greyed out.  How do I fix this? Using version 2024.002.20736 on Windows 11.

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
