Can't get background colors on all pages

I have developed a 7 page form.  I have applied the same background color to all pages.  But, only the first 4 pages have the color applied.  I can't get the color applied to the last 3 pages.   I have tried to:

1. add color to all pages
2. Added color to the range that isn't getting the color.
3. removed the color and added or updated again.
4. removed the color from all pages, but the color doesn't get removed from pages 1-2 (which is even stranger)

Nothing seems to work
