Can't move OCGs that are on the Layers List in the Layers Panel of Acrobat Pro

I'm using Acrobat Pro subscription. I added a few OSG layers to a pdf and want to rearrange the order. Instructions say to click on a layer and drage. I do this and they don't move and a circle with a line appear. In the properties none are locked, in security everthing is off. I haven't knowingly done anything to set any locks for any of them.

 

What and where to I look to change this and/or why is this happening?

    It's actually indicated in the documentation (I've checked) but I think it's a mistake.
    It has never been possible to reorder PDF layers in Acrobat Pro.
    When you try to click & drag, the round icon that appears is that of a ban.

    I have read the OCGs are not like layers in other apps like photo editors, CAD, etc. There really isn't an order to them. I also saw the documention that said you could, well sometimes, maybe.

     

    In playing around with some simple shapes and outline drawings I could see that if I make an outline drawing with an alpha backgront semi opaque it is visible over an image on the base layer with a while opaque background. In the OCG with the outline image the outline is lighter over the part where it is over the white backgound and darker if it is over an area with a darker image. It sort of muddies things.

     

    I am trying to do use some GIS images. Some are mainly lines, others have satellite imagery and are quite full. What little I'd played around with works, but isn't as clear as I'd like it to be. I think that is why.

     

    I wanted to play around with the simple images before I asked, as I read conflicting things about being able to arrange layers in acrobat. I did find that if a later added an opaque OCG that it didn't blend, with the others, it just covered over the others.

     

    My next question was if OCGs in Acrobat Pro don't work like layers in a photo editor, CAD etc. if there was some way to make them behave that way in Acrobat Pro.

     

    So I'll ask that, but have a feeling I know what the answer will be.

    Sorry for the delayed response. Considering the existing discussion, it clearly seems you already know the subject's limitations with Acrobat.  I am adding details to give more context for future visitors on this discussion

     

    Thank you for your follow-up question regarding layers (OCGs) in Acrobat Pro.

     

    You’re absolutely right to observe that OCGs in Acrobat do not behave the same way as layers in applications like Photoshop or CAD software. Acrobat’s layers—technically referred to as Optional Content Groups—are primarily designed for controlling visibility of content rather than enabling hierarchical editing, reordering, or complex stacking interactions.

     

    How Acrobat Differ:

    • Visibility Control Only: Layers in Acrobat allow toggling visibility for printing or viewing, but they do not support reordering or interactive editing like in Photoshop or AutoCAD.

    • No Stacking Order Adjustments: The order in which layers appear in the Layers panel does not affect how content stacks visually. This stacking is embedded in the PDF's content stream and cannot be changed from within Acrobat.

    • No Nesting or Dragging: You cannot drag or nest OCGs within the Layers panel the way you would with grouped layers in design tools.

     

    What You Can  Do:

    To get the desired layer behavior:

    1. Author the Layers in Source Software: Create the intended layer hierarchy and visual stacking in tools like Adobe InDesign, Illustrator, or AutoCAD, and ensure “Create Acrobat Layers” is checked during PDF export.

    2. Use JavaScript for Custom Interactions: If you need user interaction to toggle visibility, Acrobat supports JavaScript-based layer toggles.

    3. Edit with Caution: While you can rename, hide/show, and set print/view properties of layers, complex editing should be done before exporting to PDF.
