Can't remove/erase/redact a box in Acrobat X Standard

Question

I;ve been tasked at work with updating an old PDF form crucial to our operation.  There is a box border around a selection of text bulletpoints that I cannot access to remove, try as I might.  The text itself is in an invisible text box, but for the life of me I can't figure out how to remove the large box around it.  I have tried multiple different tools with no success.  Please advise. Thanks.

I would start by looking at what program authored the document that created the PDF.

Then at what type of PDF form was crated.. Note there is the Acro PDF created by using the PDF library or the PDF Maker and then there is the XFA PDF created by LiveCycle designer. If you do not have LiveCycle desigher you will not be able to edit the PDF.
