Can't share PDF through the cloud or create a link to share

I think there's an issue with uploading files to the cloud. I currently cannot share a PDF to the cloud so others can leave comments / review.

Unfortunately i am not locally able to reproduce this issue. I am able to share a file through get link and through invite people workflow.

Could you please share a small screen recording of the workflow that you're doing.

It will help us in understanding and fiding the solution for the issue.

now today it's letting me create the link, but it's still not right in the browser version. this comment is supposed to be highlighted text, but all comments just show up in the corner when opening on the browser. they show up like this on the browser version:

I found a workaround, I have to upload PDFs to the cloud by using the creative cloud desktop app by clicking on files then the plus sign (Screenshots below) all the way to the right. It will upload to the cloud then I need to open it in Acrobat desktop app to copy the shareable link. It will not work on the browser version so all who need to review the PDF document must open the link then open it using their desktop Adobe Acrobat app. 

I am using the Edge Browser, might try using Chrome.
