Can't view TOC

I downloaded the advanced User's Guide of Canon EOS R5 mark ii and cannot see its TOC with Adobe Acrobat reader on W10. Others do see.

There is no view option at the top of the window,

Those are called Bookmarks. They don't have to exist, only if the file's author created them. If they don't exist, the Bookmarks panel will not show, by default. The file I found does not contain them, unfortunately.

Sorry, I wasn't clear. I wanted to view the TOC also in a side-panel.
