Can't write on stamps

I was able to create a regular stamp on Adobe Reader XI, and is able to add text on top of the stamp.

I am able to create the exact same stamp on Adobe Acrobat Reader DC, but whenever I add text on top of the stamp, it doesn't show. When I looked further into this, I noticed that the text I added actually appears behind the stamp. Something like this: Page, then text, then the stamp.

Can someone please help me with this?

I was able to write on a stamp by placing the stamp and printing the document with the stamp to Microsoft Print to PDF.  I then opened the new PDF and was able to write text over the stamp.

    Not really. These objects are not meant to be stacked one on top of each other. If you want to add text to a stamp then you need to create a dynamic stamp. Placing the text on top of it is going to be problematic, as you've seen.
