Can you insert into a PDF/A document?

Hello all,

I recently started working with the legal department my company and they have raised an issue to me that they used to be able to insert multiple PDF/a documents into a single PDF/a document.  To my knowledge they been using Adobe Acrobat Pro XI ver 11.0.22 but some are beginning to be switched over to Acrobat Pro DC.  Should this behavior exist as PDF/a documents are not supposed to be modifiable/editable?  I spoke with an Adobe tech and they said that the group could have been getting by via a bug and that's why they may have been able to do it in the past.

I would greatly appreciate any help or direction or confirmation on this as I have tried on both Acrobat Pro XI and Pro DC and cannot insert files into a PDF/a.  My clients are insistent and I would like to be able to approach them with a proper explanation.  Thanks again for any additional help!

The "A" in "PDF/A" stands for "Archive". You are not supposed to edit archived files.
If you want to combine these files to a single PDF use a Portfolio. Either that or first combine them and then save them as PDF/A.
