Can you prevent users on the same form from seeing comments/ratings by another user?

Question

We used PDFs with fill and sign fields for our Staff reviews.  We would like for the staff member to review themselves, then for the review to be immediately sent to the supervisor, who then fills out the review, but we do not want the staff member to see the supervisors comments/ratings until they meet in person.  Is there away to stop the system from autmatically notifying everyone associated with the form?
