Can you set certain tool to be default when app is opened?

Hope you are doing well and sorry for the trouble. As described you want to set the 'Create PDF' as the default tool so that when you open the app it goes straight to Create PDF > Go to Scanner option.

The option to set a particular tool as the default tool as you described is not yet available. You can add the shortcut of the tool you use frequently in the right pane as described in the help page: https://helpx.adobe.com/in/acrobat/using/workspace-basics.html#tools_center

However, shortcut of 'Create PDF' tool is added  in the right pane by default as shown in the screenshot below:

You may use the Adobe Wish form: https://www.adobe.com/products/wishform.html  to submit your request with the engineering team.
