Cannot access fillable forms in Acrobat Pro

I cannot use the fillable form function and drop down menus in a fillable form sent to me after upgrading from Acrobat Reader to Acrobat Pro. I checked the security settings and did not see any restrictions. Is there a way to use the fillable form in Acrobat Pro?

If it is the same form, the fillable fields should work in Pro the same way they work in Reader.  Can you upload the form?

It is the same form. I downloaded it and when opened in Reader I could fill in the lines and see and access the drop downs. After upgrading to Pro the form is no longer fillable and the links no longer work.
