Cannot Create a link

I am having issues creating a link from my pdf, when I go to share > create a link, it will say link copied in green at the bottom right but then it gives me a pop-up saying "Unable to share". The pdf is not protected and I believe I have the most current version of Adobe. How can I get the link to be created?
