Cannot Find "Prepare Form" Option

I have signed up for a free trial of Adobe Acrobat Pro.

I am trying to turn my PDFs into a fillable form that anyone with access can download and simply fill in text fields with their answers.

However, it seems that there is no option under "tools" to prepare a form. I've looked up multiple tutorials, and all of them tell me to look under tools, then choose "Prepare Form". Yet that option or nothing similar even appears.

The closest thing I have to creating a form is a web form, which is not what I want. 

Is anyone aware on how to find this option or if there is a new way to add fillable text to your PDF for others to fill out?

"Prepare a form" is not available in the online version of Acrobat.

Pretty sure I spent heaps of money to get Acrobat that works. How do I make it desktop??

Try the keystroke shortcut:  Ctrl + Shift + 7

Hello,

Thank you for the suggestion, but unfortunately, that is not working. I've attached a picture of the only tools available in case that helps. I appreciate any help!
