Cannot import action into Acrobat

I get the following error: "Unable to Import the Action 'xxx'.  The file is either invalid or corrupt.

-The file is a .sequ so I know its valid.

-It is living on my local drive, not cloud based.

-I know its not corrupt.

Any ideas how to fix this?
