Cannot Install, Update or Uninstall any Adobe product, or run Acrobat XI

I was happily using Acrobat XI, but thought I should take a look at Acrobat DC Pro. I signed up for the free trial but the installation failed. An Adobe technician tried for an hour to get the job done, but was unable to. As part of the process Acrobat XI was uninstalled. After giving up, I then reinstalled XI which initially seemed fine, but now aborts after a few minutes with a configuration error - error: 1.  
While I could us Reader DC, I need to edit PDFs and do need Acrobat. 

I would like to deinstall all of the Adobe products (and clear the machine of all Adobe stuff) and then do a clean reinstall. However trying to uninstall Reader results in Error 2203 Database: C:\WINDOWS\Installer\inprogressinstallinfo.ipi. Cannot open database file. System error -2147287037. Trying "Modify" on Reader gives the same error.  

This was the same error seen repeatedly when the Adobe support person was trying to install Acrobat, or perhaps CC. 

I think that something might be wrong with a Visual C++ Redistributable, but that's just a thought. I can't seem to find anything useful in any installation logs. 

Can anybody offer any help!

A follow-up. I cannot uninstall either Reader DC or Acrobat XI, and cannot update either. Both fail with the same error 2203. Thinking it might be a problem related to permissions on the Windows\Installer folder I have given "Everyone" full control. Still no joy.  I cannot use Acrobat XI (the error advising me to reinstall), and I cannot uninstall it (a prerequisite to installing Acrobat Pro DC according the technician who tried to fix the problem)

 

Surely there must be a way to remove all trace of Adobe software short of a Windows reinstallation, which I would much rather not have to do.
