Cannot print a PDF downloaded online.

I donwloaded a form online and I completed the fields.  I was able to print it online but not in saved pdf at all, not even the blank form. 

I need to print the saved PDF as the form online does not let me enter information in some fields.  Am I doing or have I done anything wrong that may affect my ability to print???
