Cannot select or highlight text

I cannot select or highlight text.  The document I'm working with says commenting is allowed.  I can draw free form.

I've looked through the forum questions and responses and have nothing that resolves the issue.

It sounds like the file doesn't contain real text, only images. Can you select the text letter by letter using the text selection tool (next to the Hand tool)?

Hi,

Can you share the product (Acrobat/Reader) version you using?

You could get the version from Acrobat/Reader by clicking menu item "Help" -> About Adobe Acrobat DC" (for Acrobat) and by clicking menu item "Help" -> About Adobe Acrobat Reader DC" (for Reader).

Reader/Acrobat both allow commenting (i.e. select/Highlight text). Could you add a screenshot too just to validate if the relevant tools are getting invoked or not?
