Change default page insert setting

Question

I add a cover page to all of my pdf sets. When I try to insert the cover page Adobe defaults to "After-Page:". I always need this page to be inserted "Before" the other pages so I have to change this setting every time. Is there a way to change the default Insert Pages location to "Before-First"?
