Change Font Size by .02 without Changing Spacing??

My company recently switched me from a Mac to a PC and I am running into an absolutely crazy-making issue. I have mulitple Word documents that must be converted into PDF for upload into an online portal. However, when I convert from a Word Doc to PDF (no matter the method - print, save as, PDF creator etc.), it compresses the font from 11 to 10.98. The minimum font size for these files is 11 points for this particular font (Arial), and the portal is sensitive enough that even this minor difference will cause it to reject the document at 10.98. When I try to resize, however, the spacing gets completely thrown off, in ways that can't be fixed to make the document look right no matter what I try. I never had these issues with my Mac, anything I converted clocked in at 11.04, safely at the minimum. 

Is there any away at all to fix this, or an easy workaround?
