Change the scale without losing bookmarks

Hi

I have a pdf file and it has a wide margin on every page, you can assume that every page is occupied by only 60%, then I want to print it as a pdf file with custom scale 130%, but I will lose the bookmarks and hyperlinks in spite of all the hyperlink texts are remain in blue but don't work.

What I can do about this?

You can scale the pages with the preflight tool of Acrobat Pro DC.

mine is adobe acrobat XI, I have seen preflight in the print production (under tools), but I don't know how it works to scale pages and couldn't find any guide or manual step by step
