Charts aren't getting tagged when creating PDF from Excel

When I create a PDF from an Excel worksheet that contains a chart, the chart doesn't get any tags. I can't use the Reading Order tool in Acrobat to select it and tag it, either. The Content panel shows that the text in the chart exists (as paragraphs), but it's not available to me to add tags. The only solution I can think of is to paste the chart as a graphic and then overlay it on the chart before creating the PDF, but that's just wrong in so many ways. Anyone else run into this issue?
