Cloud and line command issue

If the Cloud and Line tools stop accepting the second click, I'd first check whether this happens in every PDF or only one particular file. Also try opening a different PDF and using the same tools there.

For a Line, you should be able to click the first point and then click the second point to finish it. For a Cloud, you can click multiple points and then click the starting point to complete the shape. If neither accepts the next click, try restarting Acrobat and checking for an available Acrobat update. If it still happens, let us know your Acrobat version, OS, and whether it happens with every PDF, since that would help determine if it's an Acrobat issue or something specific to the document.
