Combining files changes the first page on each file

Recently, when trying to combining multiple files, I noticed that the first page of each file (in the combined version) is replaced with the first page of the first file.

This happens whether I highlight all files, and right click to combine

Or even if I start with one file and combine each using "insert files"

This started about a month ago.
