Comment icons and sticky notes are huge on specific pages of this document.

We have a document that we use on our touch screens. The first page is not interactive and works without issue to add comments. When we attempt to add comments to the interactive pages they are giant. The sticky note takes up the whole page and when closed the comment icon is much bigger than regular. Any Ideas?
