Comment tools unusable in new GUI

In the new GUI of Acrobat, the comment tools are really unusable for correcting galley proogs. In the old GUI (which I was forced to revert to), the four functions necessary for commenting—Insert, Delete, Replace, and Comment—were all there for a single click at the top of the screen. I don't understand why this is not made an option.

   I see others have made the same remark, but I wanted to stress to Adobe just how inconvenient the new interface is for editors and authors.
