Comments get locked when I email a PDF

If I email a PDF with no restrictions, the comments are locked when the recipient opens it. Checking the properties for a comment shows that it isn't locked, but she can't revise or delete the comment. I'm on a Mac, using Mac Mail, and have had this problem for several years. SOS!
